Avoid calling TakeTilesAndPropertiesFrom and UpdateTiles on layers that haven't been updated

LayerTreeImpl already has a layers_that_should_push_properties.

If a layer doesn't push properties, then it shouldn't have new tiles either.  So, we should be able to avoid TakeTilesAndPropertiesFrom.

It may be possible to skip some of the UpdateTiles work as well, but this is less clear.
