Add bridge-utils to testbed-ap whirlwind image

Issue description

The bridge-utils package is included in the normal whirlwind image, but not the testbed-ap profile. So far it hasn't been needed for Chrome OS wifi tests, but is desired for Android testing and seems like a reasonable thing to have in the testbed-ap image.
