Bring up Chromium for Fuchsia/aarch64 (ARMv8) |

Issue descriptionWe currently build [a subset of] Chromium for Fuchsia/x64. We should also bring up the ARMv8 configuration now that Fuchsia supports it, including: - Pulling an ARMv8 enabled version of the Fuchsia SDK into Chromium via DEPS. - Updating Chromium GN to build for the new config & patching up e.g. assembly. - Adding Fuchsia/aarch64 compile and test bots.

The Fuchsia SDK currently includes an aarch64 sysroot that's suitable for building binaries for this target, and it has a qemu-system-aarch64 binary suitable for running tests, but it doesn't currently include a kernel + bootdata image for actually running tests.

Fuchsia's toolchain does not support no-integrated-as, and Clang's assembler does not support .func/.endfunc. Since we don't need those and would prefer to use Clang's integrated assembler where possible, we can safely switch off HAVE_AS_FUNC in configs for all Clang-based platforms (i.e. everything except Windows). Ideally we should instead update build_ffmpeg.py to configure the build with --cc=clang etc, to more closely match the Chromium build, in which case this would be auto-detected as not supported. Fuchsia/ARM64 now builds the same targets as Fuchsia/x64. Remaining differences, in which tests we run, are due to QEMU performance and are tracked by issue 780317.
