Use APFS cloning when copying files |

Issue descriptionChrome Version: (copy from chrome://version) 63.0.3233.0 OS: macOS 10.12 / 10.13 What steps will reproduce the problem? (1) Use base::CopyFile to copy a file (2) (3) What is the expected result? The file is cloned when both files are on the same APFS volume. A clone doesn't take extra space (until the contents of one of the clones are changed) and takes constant time to finish instead of depending on file size. What happens instead? The file is always copied. Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
