AFAIK, fully disabling playback setting is not yet there but muting autoplay from sites is coming in Chrome 63. In Chrome 64, until you interacted with the site, audible autoplay will be blocked. See https://blog.chromium.org/2017/09/unified-autoplay.html for the latest announcement.

I am using chrome 63.0.3239.9 but couldn't repro this bug. When navigate to www.cnn.com/videos, video is auto played with audio on. as per c#2, disabling autoplay feature is not implemented in 63.0.3239.9 yet so what I observed is expected behavior.
