Steps to reproduce:
1. Fresh install and launch chrome
2. Long press on popular sites and tap on remove button
3. Repeat step 2 for all popular sites (i.e. for all 8 popular sites)
4. For the 8 th popular site tap on undo after tapping remove button

Observed results:
Notice that very last popular site is not restoring in the same tab page instead it is displayed in a new tab page.

Note: All other popular sites (except last one) can be restored in the same tab page on tapping undo button

Expected results:
The popular site should be displayed in the same tab page
