Do not copy sessionStorage when a window is created with noopener

This is a change that landed in the HTML spec a month ago: https://github.com/whatwg/html/pull/2832, and the corresponding test is https://github.com/w3c/web-platform-tests/commit/12dd602c7b478057bfd70e4243eea395cc1d1876

As the bug title says, if we're creating a new window with noopener set, then sessionStorage must not be copied.
