Regression : Page turns blank on discarding a tab.

Issue description

Chrome version : 63.0.3233.0 (Official Build) e8cc7650d44155e942550b9c730eafc9c5ba8ab6-refs/heads/master@{#506599} 32/64 bit
OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.6)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://discards/ page.
2. Click on first 'Discard' link on the page and observe (kindly review an attached screen cast).

Actual Result : Page turns blank on discarding a tab.

Expected Result : Page should reload automatically after discarding a tab and all contents should be visible properly.

This is a regression issue broken in ‘M-61’ and using the per-revision bisect providing the bisect results,
Good build : 61.0.3145.0 (Revision : 483575)
Bad build : 61.0.3146.0 (Revision : 483866)

You are probably looking for a change made after 483728 (known good), but no later than 483729 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Working as intended.

We have code to prevent an active tab from being automatically discarded https://cs.chromium.org/chromium/src/chrome/browser/resource_coordinator/tab_manager.cc?l=374&rcl=845cd4b6ab66023581f91dac03545d7ba0c60ddb

However, if the user decides to manually discard a tab, it won't be reloaded until it is reactivated (i.e. loses and regains focus).
