Local variable in shaders don't get zeroed

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/604.1.38 (KHTML, like Gecko) Version/11.0 Safari/604.1.38

Steps to reproduce the problem:
1. Open http://output.jsbin.com/gahorow (or attached repro case).

What is the expected behavior?
Image with tree transparent black quarters and one — opaque black.

What went wrong?
Junky image.

Did this work before? N/A 

Does this work in other browsers? No

We've just been working on this, it's enabled in Chrome 63. Still working on some remaining issues though.
