Bookmark bar disappeared (disabled in settings) after the update.

Chrome Version: 61.0.3163.100
OS: Linux

What steps will reproduce the problem?
(1) Update Chrome to 61.0.3163.100.

What is the expected result?
Bookmark bar (list of favicons with titles under the URL bar) stays enabled.

What happens instead?
It is shown only on NTP, but not on other pages.
In Settings > Show bookmarks bar was disabled.
