Non-document root scroller demo snaps tab on "But wait, there's more" link click (refers #757016)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Go to https://storage.googleapis.com/bokan/cors.html
2. Click link "But wait, there's more" in footer
3. Observe page snap

What is the expected behavior?
Page does not snap

What went wrong?
Page snapped.

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: 

**Note**

1. I didn't turn on the harmony flag for this new behaviour, but I still think it's interesting the page snapped anyway just by clicking on that link.

2. I tried to reproduce in Edge, but it didn't crash the tab.

3. This is only a headsup to the team working on this issue, so they know there is this weird bug ( at least in Chrome 61 as listed in this issue ). I don't imagine this is anything serious beside that. Just a feedback to bokan and those others on the issue https://bugs.chromium.org/p/chromium/issues/detail?id=757016

Thanks for reporting. I could only reproduce with the flag on so you must have had it on too? (or experimental-web-platform-features). Will have to take a deeper look when I have some time. Thanks again.
Oh right I do have experimental flag on! No probs.
