Unrelated content is visible out of notification content area

Issue description

ToT Chrome.

What steps will reproduce the problem?
(1) Show expandable notification
(2) Repeat expanding and collapsing quickly

What is the expected result?
The blank area shouldn't be visible.

What happens instead?
The blank area is visible below the notification content in a moment (looks ~100ms, a few frames).

Please use labels and text to provide additional information.
The unrelated content is mostly gray rectangle, sometimes random colored content.

This may be because timing mismatch between notification size change and notification content change. In that moment, random content is generated by uninitialized memory and it's visible between the parent frame bounds and the notification area.

And the priority is not high at the moment. The random content is visible only for a few frames, and, in most cases, it's white or gray and isn't outstanding.

The tentative fix is https://chromium-review.googlesource.com/c/chromium/src/+/618530. With this fix, the unrelated content becomes just white and it just gets ignorable.

Also, b/35786193 may might this issue. It should make the unrelated area unnoticeable. The gap between the parent frame bounds and the notification area is much smaller by supporting animation.
And it looks happening only on samus? Eliot tried to reproduce and succeeded on samus but failed on caloline.
I was able to repro on caroline as well just now. It seems like we need a notification below the notification we are expanding/collapsing to reproduce it.
