apache process count metric is broken

Possibly related, I see this in the sysmon logs on one of the shards:

Apparently the proc metric was renamed and re-schemad, to proc/count instead of dev/proc/apache_count

A working query looks like this: http://shortn/_Xb26dxye2c

The dashboards at https://viceroy.corp.google.com/chromeos/afe_health need to be updated
