Don't save history to chrome://history when on localhost

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.45 Safari/537.36

Steps to reproduce the problem:
1. Go to http://localhost/
2. Navigate to another page
3. Go to chrome://history/

What is the expected behavior?
Localhost should not save to the browser history

What went wrong?
Localhost should not save to the browser history

Did this work before? No 

Chrome version: 62.0.3202.45  Channel: beta
OS Version: 10.0
Flash Version:

As per steps mentioned in comment #0 checked Issue on Windows 10 using reported chrome Beta #62.0.3202.45 & latest Canary #63.0.3234.0 and observed as below:

Scenario1:

1)Opened Chrome -> Navigated to 'http://localhost/' and observed 'This Site can't be reached' page
2)Navigated to another page
3)Opened chrome://history and observed Localhost is not saved to the browser history

and also observed Scenario 2:

1)Opened Chrome -> Navigated to http://localhost/ -> observed  'http://localhost.com' in 'This Site can't be reached' page and clicked on that link
2)Navigated to another page
3)Opened chrome://history and observed "Localhost.com" is saved to the browser history

	
seandenny77@ Could you please find the attachment and confirm if anything is missed in triaging the issue. Above mentioned Expected and Actual Behavior(In comment #0) is same so could you please confirm  Actual issue and Expected Behavior to proceed further from our end
