Long click chrome android icon is missing "new tab" option |

Issue descriptionChrome Version: 63.0.3232.0 (Official Build) canary (32-bit) OS: Android 8.0.0; Pixel XL Build/OPR1.170623.027 What steps will reproduce the problem? (1) long click on chrome android icon (2) (3) What is the expected result? Two options show: "new tab", and "new incognito tab". What happens instead? Only "new incognito tab" Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

that bisect goes back a really long way, back to 59... I think this is a recent regression though. can you re-run the bisect?

Re-ran the bisect and got same manual good and bad range. M62: Both "new tab" and "new Incognito tab" are shown on long press with out even launching app once. 3. M63: Only "new Incognito tab" is shown on long press with out even launching app once.
