Long click chrome android icon is missing "new tab" option

Chrome Version: 63.0.3232.0 (Official Build) canary (32-bit)
OS: Android 8.0.0; Pixel XL Build/OPR1.170623.027

What steps will reproduce the problem?
(1) long click on chrome android icon
(2)
(3)

What is the expected result?

Two options show: "new tab", and "new incognito tab".

What happens instead?

Only "new incognito tab"

Able to reproduce the issue in Android. Observed new tab icon is missing on long press.

Steps Followed:
1. Installed #63.0.3232.0
2. Long pressed on the icon from home screen.
3. Observed new tab icon is missing.

Chrome versions tested:
63.0.3232.0

OS
Android 8.0.0

Android Devices
8.0.0 Pixel Build/OPR1 170623.027.

Below is the manual bisect info
59.0.3063.0- Good build
59.0.3065.0- bad build

Manual CL:

Tried finding the culprit from above log but could not find any possible suspect. Requesting dev team to look into this issue.

Unable to provide per-revision bisect info as unable to do long press on the Chromium build's.

Note: Issue is not seen in Chrome versions #61.0.3163.98, 62.0.3202.45.

that bisect goes back a really long way, back to 59... I think this is a recent regression though. can you re-run the bisect?

Re-ran the bisect and got same manual good and bad range.

Manual CL:

Note: 
1. M61: Both "new tab" and "new Incognito tab" are shown on long press with out even launching app once.
2. M62: Both "new tab" and "new Incognito tab" are shown on long press with out even launching app once.
3. M63: Only "new Incognito tab" is shown on long press with out even launching app once.
