Chrome headless doesn't shut down gracefully on SIGTERM

Sending SIGTERM appears to cause headless Chrome to exit immediately, and doesn't finish writing cookies/localStorage to disk. Headful Chrome does a graceful exit via https://cs.chromium.org/chromium/src/chrome/browser/chrome_browser_main_posix.cc?l=129

Thanks for the report. 
I think this should be part of supporting saving/restore browser sessions features:
