Chrome Version: Stable 61.3163.98 and newer
OS: Android N & O
What steps will reproduce the problem?
(1) On a Linux desktop with WebCam connected(or any Mac/Win machine), open url https://appr.tc/?vrc=vp8&vsc=vp8 with Chrome and join a room.
(2) On a Android phone, Nexus5X(Android N) and Pixel XL (Android O) in my tests, open url https://appr.tc/?vrc=vp8&vsc=vp8 with Chrome(any current latest version) and join the same room by inputting the room number at desktop side.
(with url parameters "vrc=vp8&vsc=vp8" to ensure only SW video codec is involved.)
What is the expected result?
Bi-directional video call will be setup.
What happens instead?
At the desktop side, the local and remote video streams works normally.
At the Android side, both local and remote video streams freeze.
Lots of error logs from console as below:
10-04 16:36:48.439 13355 13374 E chromium: [ERROR:gles2_cmd_decoder.cc(5310)] Error: 5 for Command kSwapBuffers
