ctrl+scrolling with mouse wheel causes zoom level to increase by 2 instead of 1

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3232.0 Safari/537.36

Steps to reproduce the problem:
1. open website 
2. zoom with ctrl+scroll wheel

What is the expected behavior?
ctrl+scrollup should increase zoom to 110% 
ctrl+scrolldown should decrease zoom to 90%

What went wrong?
ctrl+scrollup increases zoom to 125%
ctrl+scrolldown decreases zoom to 80%

Did this work before? N/A

Using the default new tab page as a website, bisect info: 497480 (good) - 497496 (bad)
https://chromium.googlesource.com/chromium/src/+log/8acbd144..234a4ebf?pretty=fuller
Suspecting r497483 "Wheel scroll latching and async wheel events flags enabled in testing config"
Landed in 62.0.3197.0

Confirmed by disabling scroll latching via command line and observing the bug is gone:
chrome --disable-features=TouchpadAndWheelScrollLatching

This issue looks similar to  bug 770678 , hence merging in to it. Feel free to undupe if it's a different issue.

Repros on Linux too so it's not OS specific.

Both issues are related to latching but it's not yet clear the cause is the same. I'll undup this so we don't forget to check this issue, if sahel@ finds the cause to be the same we can dup back.

The root cause of the issue is the same for both of them, https://chromium-review.googlesource.com/c/chromium/src/+/701734 fixes the issue.
