Permit file reads for PlatformServiceBridge reflection

This change:

https://android.googlesource.com/platform/libcore/+/f2e5d9ce27779b4c047f1c1ba8af32fd26d2ae05

in Android O may cause filesystem reads when failing to find a class via reflection. This is a StrictMode violation.

This will all be moot soon, as we're removing the reflection in  https://crbug.com/682070 .
