[MacViewsBrowser] UI doesn't look different when the window is inactive.

Chrome Version: 63.0.3226.0 (r504762)
OS: macOS 10.12.6 (16G29)

What steps will reproduce the problem?
(1) Launch Chrome.
(2) Open two windows.
(3)

What is the expected result?
The inactive window looks different — for example, the tabs change color slightly along with the title bar.

What happens instead?
The title bar changes color, but nothing else changes in top chrome.

Sdy, a good point of reference for this is just Safari. There's not an expectation to make the unfocused window text lighter (i'd expect this to be for a11y), it would be nice to lighten the icon colors and tabstrip area.

M68 branch is coming soon on this Thursday, 05/24 and M68 Beta promotion is on 06/07. 
This bug is marked as P1 for M68. Pls land the fix to trunk ASAP (if possible before 4:00 PM PT this Thursday in order to make it to M68 branch build cut. Thank you.

M68 Beta promotion is coming soon on June 7th. Pls land the change to trunk ASAP and request a merge to M68 by EOD, this Friday (06/01). So we can take the merge in for M68 beta promotion to run 50% experiment. Thank you.
