ChromeVox Next Doesn't Show Focus Outline

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) On a ChromeOS device, go to classroom.google.com
(2) Create a class  (+ icon in the top right > Create class)
(3) Within that class create an assignment (+ fab menu > Create assignment, enter title and click "Assign" button)
(4) Turn on ChromeVox Next (Ctrl + Alt + Z)
(5) Add a comment to the assignment using your keyboard (Navigate to the "Add class comment..." input under the assignment, hit Enter, enter a comment, tab over to the "Post" button and hit Enter

What is the expected result?
When comment successfully posts and focus moves to back to the "Add class comment..." text link, you should see the orange ChromeVox Next outline on it since it now has focus.

What happens instead?
Focus moves to the "Add class comment..." text link but you don't see the orange ChromeVox Next outline on it.

Note: This works fine when I use the ChromeVox extension, it's only broken on ChromeVox Next.

Thanks for this very well-written bug! I am able to reproduce this issue and it appears to only affect users of ChromeVox who look at the orange focus rectangle and it would not affect ChromeVox users who do not look at the screen.    

It's worth noting that the orange focus rectangle indeed does not appear over the "Add class comment..." text but the functionality is still there. I am able to press the space bar and am able to enter into the Add class comment edit field. Here are the steps I tried: 

(1) On a ChromeOS device, go to classroom.google.com
(2) Create a class  (+ icon in the top right > Create class)
(3) Within that class create an assignment (+ fab menu > Create assignment, enter title and click "Assign" button)
(4) Turn on ChromeVox Next (Ctrl + Alt + Z)
(5) Add a comment to the assignment using your keyboard (Navigate to the "Add class comment..." input under the assignment, hit Enter, enter a comment, tab over to the "Post" button and hit Enter.

After hitting post, I noted that the orange focus rectangle had gone away. However, when I navigated away from this text and navigated back, the orange focus rectangle was present again.
