First URI in #1 returns 404 in FireFox as well. Seems like a server issue. 3. Works for me fine with 61.0.3163.100 on Linux and Windows 10. Do you have any extensions or anti-virus software installed? These may be conflicting with your loading of the URI.

Thanks for the feedback....I forgot the first link is only correct for certain states. The uhcflulocator.com url should be functional though. It works in firefox and IE, and even in chrome but only when it's a link like above. I've tried in incognito as well and whenever I open a new tab and paste in the url instead of clicking a link it just hangs even though its responding with a 200 OK. Disabled Antivirus and ran incognito and still hung up in windows 10 with 61.0.3163.100

It might also be worth noting that when chrome is open in an older version and you go to the about chrome page to check the version, it seems to auto-update to the new version and the problem does not start until chrome is restarted as the new version. I've tried on 6 different pcs and as soon as each one is updated to the newest version 61.0.3163.100 and chrome is restarted, the issue appears.

I suggest trying to grab a network log. See: https://dev.chromium.org/for-testers/providing-network-details

Hrm... Looks like something is cancelling the PDF request. Could be navigation code, PDF code, or renderer or browser-side loader code. Most likely not the network stack itself.
