disabled textarea resize handle does not work if there is a scrollbar

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: 1. create a disabled textarea with enough content to generate a scrollbar 2. try to resize the textarea using the resize handle What is the expected behavior? the textarea should be resized What went wrong? The textarea does not resize. This seems to only be the case for disabled textareas that have a scrollbar. It worked in Chrome 60 but broke when I updated. Did this work before? Yes Version 60.0.3112.113 (Official Build) (64-bit) Chrome version: 61.0.3163.100 Channel: stable OS Version: OS X 10.12.6 Flash Version:
