Chrome doesn't recognize navigation links

Reported by apoma...@gmail.com, Oct 4 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Navigate to https://www.multi-craft.com
2. Select any main navigation links (Solutions, About Us, Resources, FTP, Contact Us)

What is the expected behavior?
Selecting either one of the top category navigation link should make the page scroll to the designated section.

What went wrong?
Browser no longer responds to the navigation links.

Did this work before? Yes Previous version

Chrome version: 61.0.3163.100 Channel: stable
OS Version: OS X 10.12.6
Flash Version: Shockwave Flash 27.0 r0

Navigation links work on all other browsers on Mac and PC.

Caused by an outdated jquery scroll plugin that doesn't handle the new spec-compliant behavior in Chrome 61 and newer.
See issue 769341 or similar for details.

Yes. I had to update SmoothScroll.js and jquery.scrollTo.min.js.
