What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page
(2)Now at 'Network' section click on Wi-Fi -> select Connected Wi-Fi network -> Now observe Blink of 'Not connected' page is seen   (Please refer video and screenshot)

Expected: Blink of 'Not connected' page should not be seen  on navigating to Connected Wi-Fi network page

Actual: Instead  blink of 'Not connected' page is seen  

This is Regression issue as same is working fine in old chrome://settings

@stevenjb : Please confirm the issue

Note:
1.Issue is seen on latest M-63 also
2.Issue is not applicable to Windows & Linux OS
