What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://settings/privacy
2. Long tab (with single figure)outside the setting overlay and observe

Actual Result : Unwanted text selection is observed after long touch/tap.

Expected Result : Text selection should not be seen after long touch/tap.

This is a regression issue broken in ‘M-63’ and using the per-revision bisect providing the bisect results,
Good Build: 63.0.3209.0
Bad Build: 63.0.3210.0

You are probably looking for a change made after 500474 (known good), but no later than 500475 (first known bad).
