New tab page search box non-functional in full-screen (as omnibox is hidden)

Issue descriptionVULNERABILITY DETAILS Please provide a brief explanation of the security issue. VERSION Chrome Version: Google Chrome 61.0.3163.100 Stable Operating System: Windows 10 - Version 1703 - Build: 15063.608 REPRODUCTION CASE Bug is simple to reproduce, and I'm not sure that is a security bug but I've not find another place for report this, since I can't find report button on Google Chrome. I usually user shortcuts to move between tabs (in italian is "Scheda"). I was using Google Chrome in fullscreen mode and I've done "CTRL + T" to open a new tab, and it has shown me the New tab. Here's the issue: when you're fullscreen you can't do nothing with this new tab. You can't focus the omnibox because is oblivious hidden and you can't focus the search bar into the center of the page because it focuses the omnibox that doesn't exists. Attached you can find what I mean for new tab and what I mean for new tab in fullscreen mode. Only thing you can do in this page is clicking on this websites preview. And you can't search nothing. Neither reach the Google home page. No crash happens. Is just a stalemate state.
