margin is not being set properly using margin attribute in css

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: 1. Set margin to a value like -7px in css 2. Observe the behaviour What is the expected behavior? margin should properly set What went wrong? Margin is not getting set appropriately which used to work in earlier versions of chrome Did this work before? Unable to reproduce the issue on reported version 61.0.3163.100, 60.0.3112.113 and latest canary 63.0.3233.0 using Win 10 with attached file(-7css.html). Could you please share the sample test file for further triaging the issue from TE End
