Regression: Unwanted scroll-bar is seen in dropdown on chrome web-store.

Issue description

Chrome Version: 62.0.3202.45 (Official Build)ca262a4fff487c2dbe6f28f66c7f6f5806462ee3-refs/branch-heads/3202@{#573} (64-bit)

OS: Win(7,8,10), Mac(10.12.6) and Linux(14.04 LTS).

Test URL: https://chrome.google.com/webstore/category/themes?utm_source=chrome-ntp-icon

Steps to reproduce:
1.Launch Chrome, go to the above url and zoom browser up to 110%.
2.Click on the dropdown for categories and observe.

Actual Result: Unwanted scroll-bar is seen in dropdown.
Expected Result: Unwanted scroll-bar should not be seen in dropdown.

This is regression issue broken in ‘M-62’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 62.0.3201.0(Revision:498716).
Bad Build: 62.0.3202.0(Revision:499098).

You are probably looking for a change made after 499070 (known good), but no later than 499071 (first known bad).

Status: Fixed (was: Assigned)
Can't reproduce this in Chrome 71.0.3554.4 on Linux. This code has changed a bunch since the bug was filed, so assuming this is fixed.
