localstorage stuck in time

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3206.0 Safari/537.36

Steps to reproduce the problem:
1. delete keys from the localstorage
2. reload the extension
3. deleted keys are back

What is the expected behavior?
not reload deleted keys

What went wrong?
deleted keys came back

trying to find what went wrong, i resolved the issue, but i want to share my issue.

i had a working extension for few years, recently, i noticed a key i had deleted form the localstorage was back.

after few tests, i could do whatever i wanted to my localstorage, it was always "reloaded" to the same state (maybe few month ago)

trying to find what i did wrong, this is what i got at the end : 

- deleted ALL my extension code (so my code isn't part of the problem)
- opened the background page to see the localstorage
- delete ALL the localstorage keys
- reload the extension
- all keys are back

after trying few things that didn't work, i did a localStorage.clear(); and it solved the probleme.

i'm sorry i have so little details of this issue, but i wanted you to know this behavior existed.

This looks to be resolved by localStorage.clear().

Looping mek@ from  Issue 765524  for more inputs and if both are same.
yes, it seems to be the same issue as  #765524. my bad
