Scrolling not possible on *.php sites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
http://impulse-gesundheitszentrum.de/seminare.php

Steps to reproduce the problem:
1. Open a site which provides *.php documents
2. Try to scroll down/up with mousewheel

What is the expected behavior?

What went wrong?
It's not possible to scroll with the mousewheel on sites which provides *.php sites.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes don't know exactly

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

These sites are using srSmoothScroll which is broken against Chrome 61 and later.

You should be able to disable the srSmoothScroll library (since it is un-maintained) and it should work again.
