Animation lag due to mix-blend-mode property in Chrome

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
http://en.studiogusto.com/

Steps to reproduce the problem:
1. just see the flashing of homepage (or in other mac lag video in the circular mask)

What is the expected behavior?
1. not flashing when use mix-blend-mode

What went wrong?
In the Canvas element we apply the mix-blend-mode property and this cause the flickering or flashing animation (this problem regards only repainted element)

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes maybe chrome <= 60

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: OS X 10.12.0
Flash Version:

Able to reproduce the issue on reported version 61.0.3163.100  stable and on latest canary 63.0.3232.0 on Ubuntu 14.04, windows 10 and Mac 10.12.6.
This is a Non-Regression issue seen from  M50-50.0.2661.0 . Hence, marking it as untriaged.

The original page http://en.studiogusto.com/ appears to have changed (I assume) from when the report was made.

There is a fiddle linked from the stackoverflow question, https://jsfiddle.net/brewpixels/cmmt49ac/show/, but I cannot reproduce any lag there. I don't think this bug is actionable unless someone can work out how to reproduce it.
