What steps will reproduce the problem?
(1) Launch chrome, Resize the browser window and open New incognito window from wrench menu.
(2) Maximize the incognito window and observe the alignment of the text

Actual: Text in Incognito window is misaligned after maximizing the screen
Expected: Text in Incognito window should be aligned properly after maximizing the screen

This is a regression issue, broken in 'M-60' and below is bisect info:

Good Build: 60.0.3109.0
Bad Build: 60.0.3110.0

You are probably looking for a change made after 474383 (known good), but no later than 474384 (first known bad).
