Regression: Unnecessary save password bubble appears without entering the password in password textbox.

Issue description

Chrome Version: 62.0.3202.45 (Official Build)ca262a4fff487c2dbe6f28f66c7f6f5806462ee3-refs/branch-heads/3202@{#573} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6).

What steps will reproduce the problem?
1. Launch chrome, login to www.gmail.com with valid credentials and save the password.
2. Sign out from Gmail, click on down arrow icon and select 'Use another account' option.
3. Now enter another valid email id in Email textbox, click on NEXT button and observe.

Actual: On clicking NEXT button, Unnecessary save password bubble appears for second email address even password is not entered in password textbox.
Expected: On clicking NEXT button, Save password bubble only should appear for second email address when password entered in password textbox.

This is a regression issue, broken in M-60 series, below is manual regression range.

Good build: 60.0.3097.0
Bad build: 60.0.3098.0

Note: Getting an error while doing the bisect using bisect-per-revision script, hence providing the bisect using old script.

You are probably looking for a change made after 471398 (known good), but no later than 471425 (first known bad).
