Gender role emoji are displayed incorrectly when emoji font not specified

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3231.0 Safari/537.36

Example URL:
http://www.unicode.org/emoji/charts/emoji-style.html

Steps to reproduce the problem:
Open http://www.unicode.org/Public/emoji/5.0/emoji-test.txt, http://www.unicode.org/Public/emoji/5.0/emoji-zwj-sequences.txt, http://www.unicode.org/emoji/charts/emoji-style.html, and http://www.unicode.org/emoji/charts/emoji-style.txt

What is the expected behavior?
Gendered role emoji display correctly

What went wrong?
Note that in the TXT files and in the HTML file when the font is "plain", the gendered role emoji display the emoji with the default gender followed by a gender character.

Is it a problem with a plugin? No

Does this work in other browsers? N/A
