default schedule for gitiles triggers

today users have to specify how often to poll gitiles, e.g. discussion in https://chromium-review.googlesource.com/c/external/gyp/+/691303/1/luci-scheduler.cfg

i think there should a sane default for gitiles polling interval.

please
1. define a default schedule for GitilesTask
2. make Trigger.schedule optional for gitiles triggers

Impact is small: most project configs will have just 1 gitiles poller but many other jobs trigerred (which is default schedule).

I think I previously incorrectly stated that default schedule is "triggered". I was wrong. Default schedule for all kind of Triggers is "with 30s interval". Hence, this bug was actually existed.
