Mark external/wpt/css/css-tables-3/table-model-fixup-2.html as failing on Win and Linux

In addition to Mac, which was previously set. Also make the bug reference point at the right
bug.

Removing regression -- this has failed since it was introduced into the tree. Maybe it's flaky? Otherwise the initial import would have set an -expected.txt.
