What steps will reproduce the problem?
(1)Recover Build ->In OOBE Screen, goto 'Google Chrome OS terms' page and Click on 'System security setting'
(2)Now keep on hitting tab and Observe focus traversal(Please refer video)

Expected: Focus should not traverse to options in background page.
Actual: Instead, Unnecessary focus traversal to background page is seen.

This is regression issue as same is working fine in M-57

Note: Issue is not applicable to Linux and Windows OS.
