Chrome accesses the webcam immediately upon starting

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Install XFENCE by F-Secure (This catches the attempt)
2. Open Chrome once XFENCE is active

What is the expected behavior?
XFENCE should not popup a dialog about Chrome requesting webcam access until the end user attempts to use the camera or microphone on a website such as Hangouts.

What went wrong?
A clean install of Chrome on a clean install of macOS will immediately attempt webcam access once it opens.

Did this work before? Yes 60.*

Chrome version: 61.0.3163.100  Channel: stable
OS Version: OS X 10.13.0
Flash Version: 

I see this as a security issue as I have no idea what Chrome is doing with my webcam or microphone because I know I did not initiate any service that would require access to these devices.

Thanks for the report. This is intended behaviour, as Chrome needs access to your webcam to provide the media capture APIs to sites.
