[One-Touch Enrollment] Implement BLE support in enrollment flow |

Issue descriptionTracking bug for implementation of Bluetooth Low Energy support in enrollment flow that is currently using Bluetooth Classic. BLE support is needed because of Bluetooth Classic protocol depreciation. It has additional benefits of improved security and stability. Enrollment process is controlled by One-Touch Enrollment application for Android (go/eeapp).
