"Bootstrapping cipd client" is slow on Windows

I recently updated depot_tools on my Windows machine, and the "Bootstrapping cipd client" step took at least 10 minutes. I found it surprising that it would take that long, it should at least display progress information.

This is surprising :( It fetches ~10MB from Google Storage which is supposed to be almost instant on modern internet connections.

Did the rest of the bootstrap finished fast?
