Inspired by  issue 690536 .

Why are we not running WebViewLayoutTest cases on CQ (test changes aren't caught in my example CL [1])? Is there any technical reason blocking this? How much work would it take to get these tests on CQ?

This would prevent regressions like  issue 690536 . This isn't super high impact, I only see 2 tests disabled so far [2]. Still, if it's easy to put on CQ, we probably should.
