Page compositing issue on apple.com

OS: macOS 10.12

What steps will reproduce the problem?
(1) Go to https://www.apple.com/ipad-pro/

What is the expected result?
The iPad Pro text near the top of the page should not be clipped along the top, and there should be no blue fuzz above the Buy button.

What happens instead?
See screenshot. Expected taken from 62.0.3202.29.

Forgot to mention that as you scroll the page down the clipping/blue fuzz scrolls up out of the way.

This is not actually a regression. You must have "Experimental Web Platform Features" enabled on your Canary or ToT builds but not on your Beta or Dev builds.

Looks like Skia might have the ability to fix it now. I'll assign the original bug and try to get it fixed.
