FileSystemProviderQueueTest is flaky.

What steps will reproduce the problem?
(1) Ran unit_tests (for chromeos-chrome build).

Expected behavior.
- Pass.

Actual behavior.
- Stuck sometimes. Practically InvalidUsage_* family often stuck on my local dev env.
