Issue descriptionChrome Version : 60.0.3112.114 OS Version: 9592.96.0 URL (if applicable) where the memory bloat occurred: N/A Can you reproduce this memory bloat? Yes What steps will reproduce this issue (or if it's not reproducible, what were you doing until then)? (1) Start Chrome with lots of tabs and Windows to restore (I have 24 windows / 110 tabs or so). (2) Start the Android app Sound Analyzer or any other app that uses the microphone (3) App doesn't work (mic doesn't function) or app hangs This happens on Caroline (Samsung Chromebook Pro). This is not a memory bloat issue. What happens is, past a certain memory use threshold, you cannot use the mic in an Android app. Also, the chrome://power page stops working. It is possible to get the mic working by quickly running the app or power page before Chrome has had a chance to fully load all the tabs. My theory is that use of the mic or power / battery info requires access to the DMA zone, but in low memory situations the DMA zone memory has all been allocated.
