What steps will reproduce the problem?
1. Open the above URLs and the mouse wheel don't work as expected
2. Tested it on several PCs with Chrome and the result is the same
3. Tt work's on all other browsers I've tested (Firefox, Edge, IE 11)

What is the expected result?
The mouse wheel should scroll the web pages, as it did previously.


What happens instead of that?
While the page starts loading it is still possible to do a little scrolling, stopping shortly.
The same thing happens on every page of the site.
I can scroll with the bar or the arrow keys, but not with the mouse scroll wheel.

The problem occurs in tested versions of Windows 7, 8.1 and 10.
