Chrome Fails to Open

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64; Trident/7.0; SLCC2; .NET CLR 2.0.50727; .NET CLR 3.5.30729; .NET CLR 3.0.30729; Media Center PC 6.0; .NET4.0C; .NET4.0E; rv:11.0) like Gecko

Steps to reproduce the problem:
1. Open Chrome
2. Close Chrome
3. Unable to open Chrome again for several minutes/until it wants to. Spawns several processes for "Chrome.exe", killing them does not resolve the issue. 

What is the expected behavior?
Chrome should open like normally and display the start up page.

What went wrong?
Chrome attempts to open (The icon lights up on the taskbar) but the window never appears and the icon then dims back out (inactive/normal pinned state), same result from desktop shortcut or from "Chrome.exe" in the application installation directory (x86).

Chrome version: 61.0.3163.100 (Official Build) (64-bit) (cohort: Stable)  Channel: stable
OS Version: Windows 7
Flash Version: 27.0.0.130

I have seen this error several times when attempting to create debug logs (sometime the debug log never creates even though the process spawns, just FYI): "Corruption detected in shared-memory segment."

Another error that I just found in a new debug log was: "Lock file can not be created! Error code: 32"

Probably should add that I disabled all add-ons too (when I was able to get Chrome to open), disabled running items in the background, and turned off protection services. No go still. 

There is also no AV software installed on the machine we are testing with and the firewall is off as well.

Unable to reproduce the issue on Mac OS 10.12.6, Windows 7 and Ubuntu 14.04 using the latest Canary 63.0.3232.0 and latest Stable 61.0.3163.100.
Able to close chrome and launch chrome without any crashes.

Request you to please retry the issue and provide us the Crash ID from Chrome://crashes for further investigation of the issue.
