Regression : Delay is seen for 'Automatic name servers' values to display on enabling and disabling 'Configure IP address automatically' option continuously in chrome://settings

Issue description

Chrome Version: 61.0.3163.113/9765.76.0 Stable-channel Daisy,Reks and Kip
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page -> At 'Network' section click on Wi-Fi -> select Connected Wi-Fi network
(2)Click on 'Network' -> At 'Name servers' observe 'Automatic name servers' values are seen
(3)Now continuously enable and disable 'Configure IP address automatically' option and observe delay in 'Automatic name servers' values to display (Please refer video and screenshot)

Expected: Delay should not be seen for 'Automatic name servers' values  to display  on enabling and disabling 'Configure IP address automatically' option continuously 

Actual: Instead delay is seen for 'Automatic name servers' values to display

This is Regression issue as same is working fine M-60

@stevenjb : Please confirm the issue

Note:
1.Issue is seen on latest M-63 also
2.Issue is not applicable to Windows & Linux OS

Before it would take a second or two to populate the updated nameserver values, it just wouldn't hide the old ones in the meanwhile. This may have been fixed with  issue 758890 , but maybe not. Either way, it doesn't seem urgent.

This is WAI at this point. When there is a delay it's from the network configuration changing.

Status: WontFix (was: Assigned)
