Regression : 'IP address' details are still seen at disabled 'Configure IP address automatically' option even Wi-Fi network is disconnected in chrome://settings

Issue description

Chrome Version: (61.0.3163.113/9765.76.0 Stable-channel Daisy,Reks and Kip
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page
(2)Now at 'Network' section click on Wi-Fi -> select Connected Wi-Fi network -> click on 'Network' -> so that 'IP address','Routing prefix','Gateway' & 'IPv6 address' details are seen at 'Configure IP address automatically'
(3)Click on 'DISCONNECT' -> Now disable 'Configure IP address automatically' option and observe  'IP address','Routing prefix','Gateway' & 'IPv6 address' details are still seen   (Please refer video and screenshot)

Expected: 'IP address','Routing prefix','Gateway' & 'IPv6 address' details should not be seen at disabled 'Configure IP address automatically' option if Network is disconnected

Actual: Instead 'IP address','Routing prefix','Gateway' & 'IPv6 address' details are displayed even Wi-Fi network is disconnected

This is Regression issue as same is working fine in M-58

@stevenjb : Please confirm the issue

Note:
1.Issue is seen on latest M-63 also
2.Issue is not applicable to Windows & Linux OS

This hardly seems like a release blocker; the fields are empty, we just aren't hiding them correctly. De-prioritizing.

This seems to be fixed with the latest round of cleanup, at least I can not easily reproduce it.

Checked on latest 64.0.3249.0/10070.0.0 dev channel Daisy,able to reproduce the issue i.e. after disconnecting Wi-Fi connection -> disabled 'Configure IP address automatically' option -> observed 'IP address','Routing prefix','Gateway'  details are seen

Oh, I misread this. This is WAI. It should be possible to manually configure the IP info for a disconnected network. The old behavior was incorrect. (Note that the IP address shown for a disconnected network is a "default" address, 192.168.1.1, not the previous connected address).
