Bluetooth Connection Fails

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.110 Safari/537.36
Platform: 9765.73.0 (Official Build) beta-channel caroline

Steps to reproduce the problem:
1. Open Bluetooth settings
2. Try to connect your Samsung Galaxy S7
3. Security handshake begins but never succeeds

What is the expected behavior?
Bluetooth connection and smart lock behavior

What went wrong?
Security code appears on both devices but acceptance of pairing never succeeds or succeeds only briefly before settling into disconnection

Did this work before? Yes Probably before I switched to Beta mode

If you're setting up your phone for smart lock, please use the setup through the chrome://settings page > People > Screen Lock > Smart Lock for Chromebook SET UP. 

Chromebooks currently do not support pairing the phone from the regular bluetooth pairing menu.
